Zero tolerance for abuse, neglect, or exploitation
Tula Care maintains a zero-tolerance policy for abuse, neglect, or exploitation of any resident. There are no exceptions to this standard and no circumstances under which a concern is set aside as too small to raise.
Every staff member is a mandatory reporter. Suspected abuse is reported immediately through both the internal reporting workflow — direct to the Program Administrator and operator, documented on entry — and to the state, in full compliance with Oregon abuse reporting law for adults with mental illness.
Staff who report in good faith are protected from retaliation. Failure to report is grounds for termination and referral to the appropriate authorities.
If you believe a resident is in immediate danger, call 911. Abuse of an adult with mental illness can also be reported directly to the Oregon statewide abuse reporting line, independently of Tula Care:

Privacy, dignity, and personal autonomy
We hold an uncompromising commitment to protecting individual privacy, dignity, and personal autonomy under state rules and federal standards. Our Notice of Privacy Practices describes how health information is used and disclosed, and the rights that go with it.
Resident information is disclosed only as authorized by the resident or their legal representative, or as required by law. Clinical records are maintained in access-controlled systems, and staff access is limited to what their role requires.
Residents retain their rights while living here — including rights to privacy, to make their own choices about daily life, to receive visitors, to participate in their own support planning, and to raise a concern without consequence.
A concern can be raised by anyone, at any time
Residents, families, and legal representatives have transparent, accessible procedures for voicing concerns and pursuing prompt resolution without fear of retaliation.
A grievance may be raised verbally with any staff member or submitted in writing. It is logged on receipt, acknowledged, and reviewed by the Program Administrator. Anyone who is not satisfied with the outcome may escalate to the operator and, at any point, to the Oregon Health Authority directly — using our process is never a prerequisite for contacting the state.
